Ancak, elveri\u015fsiz elektrik-gaz fiyat dinamikleri, \u015febekeye ba\u011flanma s\u00fcrelerinin uzunlu\u011fu ve destekleyici politika \u00e7er\u00e7evelerinin eksikli\u011fi gibi \u00e7e\u015fitli yap\u0131sal engeller, bu \u00e7\u00f6z\u00fcmlerin benimsenmesini h\u00e2l\u00e2 yava\u015flatmaktad\u0131r.<br\/>Bu makale, end\u00fcstri genelinde elektrikli \u0131s\u0131tman\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 i\u00e7in gerekli f\u0131rsatlar, zorluklar ve politika \u00f6ncelikleri hakk\u0131nda net bir genel bak\u0131\u015f sunmaktad\u0131r. <\/p>\n\n<h2 class=\"wp-block-heading\">End\u00fcstriyel \u0131s\u0131tma sorunu: Fosil yak\u0131tlar neden h\u00e2l\u00e2 bask\u0131n konumda?<\/h2>\n\n<p class=\"wp-block-paragraph\">2013 ile 2023 y\u0131llar\u0131 aras\u0131nda, karbonsuzla\u015ft\u0131rmaya y\u00f6nelik d\u00fczenleyici bask\u0131lara, daha temiz teknolojilere y\u00f6nelik t\u00fcketici ve yat\u0131r\u0131mc\u0131 tercihlerindeki de\u011fi\u015fime ve <a href=\"https:\/\/exergyint.com\/tr\/teknoloji\/ar-ge\/\">yenilenebilir enerji kaynaklar\u0131ndaki h\u0131zl\u0131 b\u00fcy\u00fcmeye<\/a> ra\u011fmen, toplam end\u00fcstriyel \u0131s\u0131 talebindeki elektri\u011fin pay\u0131 yakla\u015f\u0131k %5 seviyesinde kalarak temelde de\u011fi\u015fmedi. Bu oran\u0131n d\u00fc\u015f\u00fck olmas\u0131, elektrifikasyonun ekonomik gerek\u00e7esini g\u00fc\u00e7lendirir; dolay\u0131s\u0131yla b\u00f6lgesel fiyat farkl\u0131l\u0131klar\u0131, end\u00fcstriyel rekabet g\u00fcc\u00fc ve karbonsuzla\u015fma yollar\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemlidir. <\/p>\n\n<p class=\"wp-block-paragraph\">Avrupa Birli\u011fi, en y\u00fcksek end\u00fcstriyel enerji fiyatlar\u0131na sahiptir ve Rusya\u2019n\u0131n Ukrayna\u2019y\u0131 i\u015fgalinin ard\u0131ndan AB\u2019deki elektrik fiyatlar\u0131, \u00c7in veya ABD\u2019dekinden \u00e7ok daha keskin bir art\u0131\u015f g\u00f6stererek \u00c7in\u2019dekinden 1,5 kat\u0131n \u00fczerinde ve ABD\u2019dekinden neredeyse iki kat daha y\u00fcksek seviyelere ula\u015fm\u0131\u015ft\u0131r. Japonya ise AB\u2019nin alt\u0131nda, ancak yine de \u00c7in ve ABD\u2019nin olduk\u00e7a \u00fczerinde fiyatlarla ikinci s\u0131rada yer almaktad\u0131r. <\/p>\n\n<p class=\"wp-block-paragraph\">Do\u011fal gazda da benzer bir e\u011filim g\u00f6zlemlenmektedir. 2017 ile 2023 y\u0131llar\u0131 aras\u0131nda, AB\u2019de end\u00fcstriyel gaz fiyatlar\u0131nda en keskin art\u0131\u015f ya\u015fanm\u0131\u015f ve 2020\u2019den sonra Japonya\u2019y\u0131 geride b\u0131rakm\u0131\u015ft\u0131r. 2024 y\u0131l\u0131na gelindi\u011finde, \u00c7in ve ABD\u2019deki gaz fiyatlar\u0131 neredeyse 2017 seviyelerine geri d\u00f6nm\u00fc\u015fken, AB ve Japonya\u2019da fiyatlar y\u00fcksek seviyelerde kalmaya devam etti. Baz\u0131 durumlarda, ABD\u2019deki end\u00fcstriyel gaz fiyatlar\u0131 AB\u2019dekinden sekiz kat, Japonya\u2019dakinden yedi kat ve \u00c7in\u2019dekinden \u00fc\u00e7 kat daha ucuzdu.     <\/p>\n\n<p class=\"wp-block-paragraph\">Bu ba\u011flamda, elektrik-gaz fiyat oran\u0131 b\u00f6lgeler aras\u0131nda belirgin bir \u015fekilde de\u011fi\u015fmi\u015ftir:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>AB\u2019de, hem elektrik hem de do\u011falgaz fiyatlar\u0131ndaki art\u0131\u015flara ra\u011fmen, <strong>do\u011falgaz fiyatlar\u0131 \u00e7ok daha keskin bir \u015fekilde y\u00fckseldi<\/strong>; bu durum, oran\u0131n (2017 ile 2021 y\u0131llar\u0131 aras\u0131nda kaydedilen) 4\u20135 gibi ola\u011fan\u00fcst\u00fc y\u00fcksek seviyeden 2024 y\u0131l\u0131nda yakla\u015f\u0131k 2\u2019ye d\u00fc\u015fmesine neden oldu. Bu durum, elektrikli \u0131s\u0131tma teknolojileri i\u00e7in daha elveri\u015fli bir ortam\u0131n olu\u015ftu\u011funu g\u00f6stermektedir. <\/li>\n\n\n\n<li>ABD\u2019de bu oran 6 civar\u0131nda seyretmektedir; bu durum, <strong>end\u00fcstriyel gaz fiyatlar\u0131n\u0131n<\/strong> s\u00fcrekli <strong>d\u00fc\u015f\u00fck seviyede<\/strong> kalmas\u0131n\u0131 yans\u0131tmakta ve gazla \u00e7al\u0131\u015fan \u0131s\u0131tma sistemlerini elektrikli alternatiflerle de\u011fi\u015ftirmek i\u00e7in s\u0131n\u0131rl\u0131 bir ekonomik te\u015fvik sunmaktad\u0131r.<\/li>\n\n\n\n<li>\u00c7in\u2019de bu oran 2\u2019ye yak\u0131n seyrediyor; bu da sanayinin elektrifikasyonu i\u00e7in elveri\u015fli ko\u015fullar\u0131n mevcut oldu\u011funu g\u00f6steriyor.<\/li>\n\n\n\n<li>Japonya\u2019da: AB\u2019de oldu\u011fu gibi, <strong>bu oran<\/strong>yakla\u015f\u0131k 4\u2019ten 3\u2019e <strong>gerilemi\u015ftir<\/strong>; bu durum daha elveri\u015fli bir ortam yaratmakta ve bu pazarda da elektrifikasyonun artan potansiyeline i\u015faret etmektedir.  <\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\">Vergiler ve har\u00e7lar: yap\u0131sal bir \u00e7arp\u0131kl\u0131k<\/h3>\n\n<p class=\"wp-block-paragraph\">AB \u00fcye devletleri aras\u0131nda her biri \u00f6nemli \u00f6l\u00e7\u00fcde farkl\u0131l\u0131k g\u00f6steren \u00fc\u00e7 ulusal d\u00fczeyde d\u00fczenlenmi\u015f bile\u015fen, elektrik ve do\u011fal gaz\u0131n nihai fiyat\u0131n\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde etkilemektedir. Bunlar, toptan piyasa fiyatlar\u0131n\u0131 yans\u0131tan <strong>enerji maliyeti<\/strong>; elektrik i\u00e7in iletim ve da\u011f\u0131t\u0131m maliyetleri, yard\u0131mc\u0131 hizmetler, sistem dengeleme ve \u00f6l\u00e7\u00fcm \u00fccretlerini i\u00e7eren <strong>\u015febeke \u00fccretleri<\/strong> ile gaz i\u00e7in depolama maliyetleri, sistem dengeleme, esneklik hizmetleri ve ba\u011flant\u0131 tarifelerini kapsayan <strong>\u015febeke \u00fccretleridir<\/strong>. 2024 y\u0131l\u0131nda, \u015febeke \u00fccretleri elektrik fiyat\u0131n\u0131n yakla\u015f\u0131k %13\u2019\u00fcn\u00fc olu\u015fturmu\u015ftur. Son olarak, yenilenebilir enerji ek \u00fccretleri, \u00f6zel t\u00fcketim vergileri, ak\u0131ll\u0131 saya\u00e7 \u00fccretleri ve yerel veya belediye vergileri gibi <strong>vergi ve har\u00e7lar<\/strong>, end\u00fcstriyel t\u00fcketiciler i\u00e7in elektrik fiyat\u0131n\u0131n yakla\u015f\u0131k %26\u2019s\u0131n\u0131 ve do\u011fal gaz fiyat\u0131n\u0131n %29\u2019unu olu\u015fturmu\u015ftur.     <\/p>\n\n<p class=\"wp-block-paragraph\">AB Enerji Vergilendirme Direktifi\u2019nin end\u00fcstriyel elektrik i\u00e7in 0,5 EUR\/MWh\u2019lik bir asgari \u00f6zel t\u00fcketim vergisi belirlemesine ra\u011fmen, baz\u0131 \u00dcye Devletler \u00e7ok daha y\u00fcksek ek vergiler uygulamaktad\u0131r. \u00c7ekya\u2019da end\u00fcstriyel elektrik yakla\u015f\u0131k 50 EUR\/MWh, Almanya\u2019da ise yakla\u015f\u0131k 65 EUR\/MWh vergi ile kar\u015f\u0131 kar\u015f\u0131ya kal\u0131rken, \u0130rlanda ve Finlandiya gibi \u00fclkeler AB Direktiflerine uygun olarak 0,5 EUR\/MWh\u2019lik vergi uyguluyor. <\/p>\n\n<p class=\"wp-block-paragraph\">Bu \u00fccretlerdeki bir indirim, genellikle i\u015fletme maliyetlerinin a\u011f\u0131rl\u0131kta oldu\u011fu \u0131s\u0131 maliyetinin seviyelendirilmi\u015f maliyeti (LCOH) a\u00e7\u0131s\u0131ndan, \u0131s\u0131 pompalar\u0131 gibi s\u00fcrd\u00fcr\u00fclebilir elektrik teknolojilerinin, daha y\u00fcksek vergi d\u00fczeyleriyle kar\u015f\u0131 kar\u015f\u0131ya olan hem Alman hem de \u00c7ek pazarlar\u0131nda, herhangi bir teknolojik de\u011fi\u015fiklik gerektirmeden \u00e7ok daha rekabet\u00e7i hale gelmesini sa\u011flayacakt\u0131r. Finlandiya\u2019da \u015febekeye ba\u011fl\u0131 \u0131s\u0131 pompalar\u0131, 41 EUR\/MWh\u2019lik bir LCOH ile mevcut gaz kazanlar\u0131ndan zaten daha maliyet etkin durumdad\u0131r ve di\u011fer bir\u00e7ok \u00dcye Devlette de ekonomik a\u00e7\u0131dan caziptir. Bu nedenle, vergilendirmenin yeniden d\u00fczenlenmesi, mevcut LCOH de\u011ferlerinin 56 ile 74 EUR\/MWh aras\u0131nda de\u011fi\u015fti\u011fi \u00c7ekya, Almanya ve \u0130spanya gibi \u00fclkelerde \u0131s\u0131 pompalar\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 i\u00e7in ek bir te\u015fvik sa\u011flayacakt\u0131r.  <\/p>\n\n<p class=\"wp-block-paragraph\">Bununla birlikte, y\u0131ll\u0131k ortalama elektrik fiyatlar\u0131 piyasa dinamiklerinin yaln\u0131zca k\u0131smi bir resmini yans\u0131tmaktad\u0131r. De\u011fi\u015fken yenilenebilir enerji kaynaklar\u0131n\u0131n pay\u0131 artt\u0131k\u00e7a, saatlik fiyat dalgalanmalar\u0131 da artmakta ve bu durum, elektri\u011fin do\u011falgazdan daha ucuz oldu\u011fu d\u00f6nemlerin say\u0131s\u0131n\u0131n artmas\u0131na neden olmaktad\u0131r. Elektrikli \u0131s\u0131tma sistemleri, termal depolama \u00e7\u00f6z\u00fcmleriyle birle\u015ftirildi\u011finde bu dalgalanmalardan yararlanabilir.    <\/p>\n\n<h2 class=\"wp-block-heading\">D\u00fc\u015f\u00fck s\u0131cakl\u0131kta \u0131s\u0131 elektrifikasyonu teknolojileri<\/h2>\n\n<p class=\"wp-block-paragraph\">End\u00fcstriyel karbonsuzla\u015ft\u0131rma ve AB\u2019nin fosil yak\u0131t kullan\u0131m\u0131n\u0131n \u2013yakla\u015f\u0131k 3.000 PJ\u2019lik bir azalma\u2013 kar\u015f\u0131lanmas\u0131, bu nedenle, end\u00fcstriyel \u0131s\u0131 talebinin b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 karbonsuzla\u015ft\u0131rabilen ve piyasada mevcut \u00fc\u00e7 teknolojinin ( <strong>\u0131s\u0131 pompalar\u0131, MVR ve <\/strong><strong> elektrikli kazanlar<\/strong>) kullan\u0131m\u0131 yoluyla elektrifikasyonda yat\u0131yor olabilir. Gerekli s\u0131cakl\u0131k profiline, at\u0131k \u0131s\u0131n\u0131n mevcudiyetine ve tesise \u00f6zg\u00fc ekonomik ko\u015fullara dayal\u0131 olarak her uygulama i\u00e7in en uygun ve verimli teknolojinin se\u00e7ilmesi, i\u015fletme maliyetlerini \u00f6nemli \u00f6l\u00e7\u00fcde azaltabilir, gaz fiyatlar\u0131ndaki dalgalanmalara maruz kalmay\u0131 ortadan kald\u0131rabilir ve elektrik fiyatlar\u0131ndaki dalgalanmalara kar\u015f\u0131 duyarl\u0131l\u0131\u011f\u0131 azaltabilir. <\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Is\u0131 pompalar\u0131 ve elektrikli kazanlar farkl\u0131 \u0131s\u0131 gereksinimlerini kar\u015f\u0131lar<\/strong>: Is\u0131 pompalar\u0131 d\u00fc\u015f\u00fck ve orta s\u0131cakl\u0131klarda \u00e7al\u0131\u015f\u0131rken, elektrikli kazanlar y\u00fcksek s\u0131cakl\u0131k aral\u0131klar\u0131 sa\u011flayabilir; bu, MVR sistemleriyle de elde edilebilir. Ayr\u0131ca, enerji fiyatland\u0131rmas\u0131, vergilendirme ve \u015febekenin karbonsuzla\u015ft\u0131r\u0131lmas\u0131 konusunda benzer yap\u0131sal de\u011fi\u015fikliklerin ger\u00e7ekle\u015ftirildi\u011fi di\u011fer pazarlarda da benzer sonu\u00e7lara ula\u015f\u0131labilece\u011fini g\u00f6stermekte ve daha geni\u015f Avrupa sanayi manzaras\u0131 i\u00e7in izlenecek yolu i\u015faret etmektedir.    <\/p>\n\n<h3 class=\"wp-block-heading\">AB\u2019nin teknik elektrifikasyon potansiyeli: f\u0131rsat\u0131n nicelendirilmesi<\/h3>\n\n<p class=\"wp-block-paragraph\">AB\u2019de teknik elektrifikasyon konusunda \u00f6nemli bir potansiyel bulunmaktad\u0131r ve yukar\u0131daki \u00f6rnekler, art\u0131k fosil yak\u0131tlara ba\u011f\u0131ml\u0131 olmayan end\u00fcstriyel \u0131s\u0131 \u00fcretimine ge\u00e7i\u015fin m\u00fcmk\u00fcn oldu\u011funu g\u00f6stermektedir.<\/p>\n\n<p class=\"wp-block-paragraph\">Be\u015f sekt\u00f6rde \u2014g\u0131da ve t\u00fct\u00fcn, tekstil ve deri, ka\u011f\u0131t ve bas\u0131m, ah\u015fap ve ilgili \u00fcr\u00fcnler ile di\u011fer imalat sanayileri\u2014 \u0131s\u0131 pompalar\u0131 ve elektrikli kazanlar arac\u0131l\u0131\u011f\u0131yla tam ya da neredeyse tam elektrifikasyon sa\u011flanabilir. Bu sekt\u00f6rler topluca, fosil yak\u0131t temelli \u0131s\u0131 talebinde yakla\u015f\u0131k 2.000 PJ\u2019lik bir azaltma potansiyeli sunmaktad\u0131r. <\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Kimya sekt\u00f6r\u00fc, en b\u00fcy\u00fck potansiyele sahip sekt\u00f6r olarak \u00f6ne \u00e7\u0131k\u0131yor<\/strong>: Sekt\u00f6r\u00fcn toplam \u0131s\u0131 talebinin yakla\u015f\u0131k %70\u2019ine denk gelen 760 PJ\u2019lik bir miktar, halihaz\u0131rda mevcut teknolojiler kullan\u0131larak elektrifikasyona teknik olarak uygun kabul ediliyor.<\/p>\n\n<p class=\"wp-block-paragraph\">Bu nedenle elektrifikasyon, end\u00fcstriyel fosil yak\u0131t kullan\u0131m\u0131nda \u00f6nemli bir azalmaya yol a\u00e7acakt\u0131r. \u00d6zellikle, imalat sekt\u00f6rleri genelinde d\u00fc\u015f\u00fck s\u0131cakl\u0131kta \u0131s\u0131 ve buhar \u00fcretimi i\u00e7in do\u011frudan do\u011fal gaz t\u00fcketimini yar\u0131 yar\u0131ya azaltacakt\u0131r.   <\/p>\n\n<p class=\"wp-block-paragraph\">Bunun Avrupa i\u00e7in \u00f6nemli etkileri olacakt\u0131r. AB\u2019nin y\u0131ll\u0131k do\u011fal gaz t\u00fcketiminin %8\u20139\u2019una denk gelen 35 bcm\u2019lik bir gaz talebindeki azalma, ithalata ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 azaltacak ve fiyat dalgalanmalar\u0131na ve arz kesintilerine kar\u015f\u0131 maruz kalma d\u00fczeyini d\u00fc\u015f\u00fcrecektir. AB\u2019ye yap\u0131lan toplam do\u011fal gaz ithalat hacmi yakla\u015f\u0131k %12 oran\u0131nda d\u00fc\u015fecek ve y\u0131ll\u0131k ithalat faturas\u0131 tahmini olarak 12\u201320 milyar avro azalacakt\u0131r.  <\/p>\n\n<p class=\"wp-block-paragraph\">Sonu\u00e7 olarak, end\u00fcstriyel \u0131s\u0131n\u0131n elektrifikasyonu yaln\u0131zca karbon sal\u0131m\u0131n\u0131 azaltman\u0131n bir arac\u0131 olarak de\u011fil, ayn\u0131 zamanda Avrupa\u2019n\u0131n enerji g\u00fcvenli\u011fini g\u00fc\u00e7lendiren, ithalat ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131 azaltan ve end\u00fcstriyel sisteminin ekonomik dayan\u0131kl\u0131l\u0131\u011f\u0131n\u0131 art\u0131ran bir strateji olarak da de\u011ferlendirilmelidir.<\/p>\n\n<h2 class=\"wp-block-heading\">Ekonomik a\u00e7\u0131dan: Elektrifikasyon ne zaman mant\u0131kl\u0131d\u0131r?<\/h2>\n\n<p class=\"wp-block-paragraph\">Elektrifikasyonun geleneksel y\u00f6ntemlere g\u00f6re ne zaman daha uygun hale geldi\u011fini de\u011ferlendirmek i\u00e7in do\u011fru \u00f6l\u00e7\u00fct, LCOH\u2019dir (D\u00fczle\u015ftirilmi\u015f Is\u0131tma Maliyeti). Bu g\u00f6sterge, birim ba\u015f\u0131na \u0131s\u0131 \u00fcretiminin toplam maliyetini \u2014 hem sermaye hem de i\u015fletme giderlerini i\u00e7erecek \u015fekilde \u2014 yans\u0131tmaktad\u0131r ve bu sayede adil ve teknolojiden ba\u011f\u0131ms\u0131z bir kar\u015f\u0131la\u015ft\u0131rma yap\u0131lmas\u0131na olanak tan\u0131r.   <br\/>End\u00fcstriyel \u0131s\u0131 sistemlerinin \u00e7o\u011funda i\u015fletme maliyetleri bask\u0131n oldu\u011fu i\u00e7in, elektrik-gaz fiyat oran\u0131, LCOH sonucunu belirleyen temel de\u011fi\u015fken haline gelir.  <\/p>\n\n<h3 class=\"wp-block-heading\">AB \u00fcye devletlerinde LCOH<\/h3>\n\n<p class=\"wp-block-paragraph\">Avrupa Birli\u011fi genelinde, elektrik-gaz fiyat oran\u0131 \u00fcye devletler aras\u0131nda \u00f6nemli \u00f6l\u00e7\u00fcde farkl\u0131l\u0131k g\u00f6stermekte olup, bu durum LCOH sonu\u00e7lar\u0131nda da b\u00fcy\u00fck farkl\u0131l\u0131klara yol a\u00e7maktad\u0131r. Sonu\u00e7 olarak, end\u00fcstriyel \u0131s\u0131 elektrifikasyonunun ekonomik uygulanabilirli\u011fi AB genelinde hi\u00e7 de tekd\u00fcze de\u011fildir. <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Finlandiya LCOH: 41 avro\/MWh. Ek politika deste\u011fi veya mevzuat de\u011fi\u015fiklikleri olmaks\u0131z\u0131n bile en rekabet\u00e7i \u00fclkeler aras\u0131nda yer almaktad\u0131r. \u00dclkedeki elveri\u015fli elektrik-gaz oran\u0131, end\u00fcstriyel \u0131s\u0131tman\u0131n elektrifikasyonunu ekonomik a\u00e7\u0131dan cazip k\u0131lmaktad\u0131r.  <\/li>\n\n\n\n<li>Almanya LCOH: 56\u201374 avro\/MWh. Mevcut de\u011ferler, y\u00fcksek elektrik vergisinden (yakla\u015f\u0131k 65 avro\/MWh) b\u00fcy\u00fck \u00f6l\u00e7\u00fcde etkilenmektedir. Bu verginin AB asgari seviyesine (0,5 avro\/MWh) indirilmesi, Almanya\u2019y\u0131 rekabet\u00e7i bir konuma getirecek ve \u0131s\u0131 pompalar\u0131n\u0131n benimsenmesinin ekonomik y\u00f6n\u00fcn\u00fc \u00f6nemli \u00f6l\u00e7\u00fcde iyile\u015ftirecektir.  <\/li>\n\n\n\n<li>\u00c7ekya LCOH: 56\u201374 avro\/MWh. Yakla\u015f\u0131k 50 avro\/MWh d\u00fczeyindeki elektrik vergisi, h\u00e2l\u00e2 \u00f6nemli bir engel te\u015fkil etmektedir. End\u00fcstriyel \u0131s\u0131 elektrifikasyonunu rekabet\u00e7i hale getirmek i\u00e7in bu y\u00fck\u00fcn hafifletilmesi hayati \u00f6nem ta\u015f\u0131maktad\u0131r.  <\/li>\n\n\n\n<li>\u0130spanya LCOH: 56\u201374 avro\/MWh. Elektrik vergilendirmesinde yap\u0131lacak bir d\u00fczenleme, Almanya ve \u00c7ekya\u2019da oldu\u011fu gibi, end\u00fcstriyel \u0131s\u0131 pompalar\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 i\u00e7in g\u00fc\u00e7l\u00fc bir ek te\u015fvik sa\u011flayacakt\u0131r. <\/li>\n\n\n\n<li>\u0130rlanda LCOH: 56\u201374 avro\/MWh. \u00dclke, Almanya ve \u00c7ekya\u2019ya k\u0131yasla daha d\u00fc\u015f\u00fck vergilendirme ve daha uygun \u015febeke maliyetlerinden yararlanmaktad\u0131r. Bu durum, elektrik-gaz oran\u0131n\u0131n 3,1 olmas\u0131na yol a\u00e7makta ve ayn\u0131 aral\u0131kta yer alan di\u011fer \u00fclkelere k\u0131yasla elektrifikasyonu daha eri\u015filebilir hale getirmektedir.  <\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\">Politika ortam\u0131: engeller, ivme ve alt\u0131 \u00f6ncelikli eylem<\/h2>\n\n<p class=\"wp-block-paragraph\">Elektrik vergilendirmesindeki olumsuzluklar, yap\u0131sal engeller ve net politika \u00e7er\u00e7evelerinin bulunmamas\u0131, end\u00fcstrilerin enerji kaynaklar\u0131n\u0131 \u00e7e\u015fitlendirmek i\u00e7in en acil ve maliyet etkin f\u0131rsatlardan birini tam olarak de\u011ferlendirmelerini engelliyor. Bu k\u0131s\u0131tlamalar, elektrikli \u0131s\u0131tma \u00e7\u00f6z\u00fcmlerinin y\u00fcksek teknik haz\u0131rl\u0131k d\u00fczeyine ra\u011fmen bu \u00e7\u00f6z\u00fcmlerin yayg\u0131nla\u015fmas\u0131n\u0131 yava\u015flat\u0131yor. <\/p>\n\n<p class=\"wp-block-paragraph\">Bu zorluklar\u0131n \u00fcstesinden gelmek ve bu t\u00fcr teknolojilerin yayg\u0131nla\u015fmas\u0131n\u0131 h\u0131zland\u0131rmak amac\u0131yla, \u0131s\u0131 elektrifikasyonunun stratejik \u00f6nemi giderek daha fazla kabul g\u00f6rmektedir; Avrupa Birli\u011fi genelinde yenilenebilir enerji kaynaklar\u0131 ile at\u0131k \u0131s\u0131 kaynaklar\u0131n\u0131n entegrasyonunu te\u015fvik etmek i\u00e7in mali ve politik destek artmaktad\u0131r. Bu ivme, IEA\u2019n\u0131n alt\u0131 \u00f6ncelikli eylem alan\u0131nda da yans\u0131t\u0131lmaktad\u0131r; bu alanlar, s\u00f6z konusu engelleri a\u015fmak ve b\u00fcy\u00fck \u00f6l\u00e7ekli end\u00fcstriyel \u0131s\u0131 elektrifikasyonunu m\u00fcmk\u00fcn k\u0131lmak i\u00e7in yap\u0131land\u0131r\u0131lm\u0131\u015f bir politika yol haritas\u0131 \u00e7izmektedir. <\/p>\n\n<h3 class=\"wp-block-heading\">\u00dc\u00e7 yap\u0131sal engel<\/h3>\n\n<ul class=\"wp-block-list\">\n<li><strong>Engel 1 &#8211; Elektrik-gaz fiyat oran\u0131n\u0131n elveri\u015fsizli\u011fi<\/strong>: Bir\u00e7ok AB \u00fcye \u00fclkesindeki eski vergi yap\u0131lar\u0131, elektri\u011fe y\u00fcksek vergiler uygulamaktad\u0131r. Bu y\u00fcksek maliyetler, elektrikle \u00e7al\u0131\u015fan \u0131s\u0131tma teknolojilerinin i\u015fletme giderlerini yapay olarak art\u0131rmakta ve rekabet g\u00fc\u00e7lerini zay\u0131flatmaktad\u0131r. Buradaki zorluk teknolojik olmaktan ziyade d\u00fczenleyici niteliktedir: end\u00fcstriyel elektrifikasyonu desteklemek i\u00e7in vergi sisteminin ve \u015febeke tarifelerinin yeniden d\u00fczenlenmesi hayati \u00f6nem ta\u015f\u0131yacakt\u0131r; bu sayede, halihaz\u0131rda kendini kan\u0131tlam\u0131\u015f ve piyasada mevcut olan end\u00fcstriyel \u0131s\u0131 pompalar\u0131 ile elektrikli kazanlar\u0131n potansiyelinden en iyi \u015fekilde yararlan\u0131labilecektir.    <\/li>\n\n\n\n<li><strong>Engel 2 &#8211; \u015eebekeye ba\u011flant\u0131 s\u00fcreleri<\/strong>: End\u00fcstriyel elektrifikasyonun h\u0131z\u0131n\u0131 ve maliyetini etkileyen en kal\u0131c\u0131 engellerden baz\u0131lar\u0131 \u015febeke eri\u015fimiyle ilgilidir. Co\u011frafi konuma ve end\u00fcstriyel tesisin t\u00fcr\u00fcne ba\u011fl\u0131 olarak, \u015firketler karma\u015f\u0131k izin prosed\u00fcrleriyle kar\u015f\u0131 kar\u015f\u0131yad\u0131r \u2014 standart onaylar i\u00e7in 1\u20132 y\u0131l ile tek bir ekstra y\u00fcksek gerilim havai hatt\u0131 i\u00e7in 5\u201313 y\u0131la kadar uzayan s\u00fcreler \u2014 ve bir\u00e7ok AB \u00fcye \u00fclkesinde genellikle 3\u20135 y\u0131l s\u00fcren uzun \u015febeke ba\u011flant\u0131 s\u00fcre\u00e7leriyle kar\u015f\u0131 kar\u015f\u0131yad\u0131r. Mevzuat a\u00e7\u0131s\u0131ndan kesinlik olmad\u0131\u011f\u0131ndan, \u015firketler sermaye yat\u0131r\u0131m\u0131 yapmaktan veya enerji sistemlerini yeniden tasarlamaktan \u00e7ekinmekte ve yat\u0131r\u0131m kararlar\u0131 yava\u015flamakta ya da durma noktas\u0131na gelmektedir. Bu belirsizlik, proje geli\u015ftirmeyi geciktirmekte ve temel teknolojilerin olgunlu\u011funa ra\u011fmen projelerin ertelenmesine veya iptal edilmesine yol a\u00e7maktad\u0131r.
